Track 2: Nursing Law

The practice of nursing as a registered professional nurse is defined as diagnosing and treating human responses to actual or potential physical and emotional health problems, through such services as casefinding, health teaching, health counseling, and provision of care supportive to or restorative of life and wellbeing, and executing medical regimens as prescribed by a licensed or otherwise legally authorized physician or dentist. Nursing includes professionals in clinical nursing, nursing management, healthcare quality assurance and healthcare risk management. Many legal issues focus on nurses’ professional negligence, employment, discrimination and licensing. Nurse Practice Acts (NPAs) are laws in each state that are overseen by the state boards of nursing. They are also responsible for licensing of nurses and determining who is competent to practice nursing. Common Law is derived from principles or social mores rather than from rules and regulations. It consists of broad, interpretive principles based on reason, traditional justice and common sense. Together, the NPAs and judge made case law define nursing practice. It is a nurse's responsibility to be informed on both the NPA and common law of judicial case law for the state(s) in which they are licensed to practice.

Track 3: Clinical Nursing and Practise

Clinical nurse specialists (CNSs) are often asked to explain what it is that they do-even by nurses. As compared with a nurse practitioner who takes care of patients (easy to understand), a primary focus of a CNS is to take care of the nurses so they can take care of patients safely and efficiently using the best evidence available. What? The major focus of the CNS's role is to make sure that the stretcher-side nurses have the knowledge, skills, processes, policies, supplies, and equipment they need to provide safe and effective patient care. And still, a look of puzzlement. It's a hard role to explain because it encompasses so much territory. The CNS role has been described as having four major components: expert clinician, educator, researcher, and consultant. Many authors add leader as one of the subroles; however, leadership qualities are really an overarching attribute that enables the actualization of the other roles.

Track 7: Mental Health and Psychiatry Nursing

Mental health nurses work as part of a team of professional and medical staff that includes doctors, social workers, therapists and psychiatrists. Track 15: Heart and Cardiovascular Nursing

Cardiac nursing is a nursing specialty that works with patients who suffer from various conditions of the cardiovascular system. Cardiac nurses help treat conditions such as unstable angina, cardiomyopathy, coronary artery disease, congestive heart failure, myocardial infarction and cardiac dysrhythmia under the direction of a cardiologist. Cardiac nurses perform postoperative care on a surgical unit, stress test evaluations, cardiac monitoring, vascular monitoring, and health assessments. Cardiac nurses must have Basic Life Support and Advanced Cardiac Life Support certification. In addition, cardiac nurses must possess specialized skills including electrocardiogram monitoring, defibrillation, and medication administration by continuous intravenous drip. Cardiac nurses work in many different environments, including coronary care units (CCU), cardiac catheterization, intensive care units (ICU), operating theatres, cardiac rehabilitation centres, clinical research, cardiac surgery wards, cardiovascular intensive care units (CVICU), and cardiac medical wards.

Importance & Scope of Nursing Congress:

Nurses are the largest group of practicing professionals. It is one of the most demanding nursing specialties. A nurse, also referred to as a theatre nurse, specializes in preoperative care which means they provide care to patients before, during and after surgery. Perioperative nurses work closely with Surgeons, Anesthesiologists, nurse Anesthetists, Surgeon's Assistants, Surgical Technologists, and Nurse Practitioners.

This review describes the latest techniques and how they are used to customize the surgery to the needs of the individual patient. Nurse education courses that can be relevant to general nursing or to specialized areas including mental health nursing, pediatric nursing and post-operatory nursing. During a surgical procedure a surgical assistant functions in the role of a second physician in the operating room. Nurse education has undergone a process of diversification towards advanced and specialized credentials. Medical nurses can manage five to seven patients, plus the ones they have admitted and discharged throughout the day.

Why Japan?

Requirements of nursing education in Japan are that candidates have completed twelve years of basic academic study and then three years of basic nursing education. Public health nurses and midwives require a minimum of one additional year of specialized study. After completing their studies, students must pass the national licensing examination and obtain a license from the Minister of Health, Labour, and Welfare in the case of nurses, or from the prefectural governor, for nurse assistants. Foreign nurses who wish to work in Japan are required to pass the licensing examination and obtain a Japanese nursing license.

To become a registered nurse in Japan, candidates must first obtain a high school degree and then either enroll in a nursing university for four years and earn a Bachelor of Science in Nursing (BSN); attend a junior nursing college for three years, earning an Associate of Science in Nursing (ASN); or study at a nursing training school for three years and obtain a diploma.[18] The Ministry of Education, Culture, Sports, Science and Technology (MEXT) regulates the curriculum of the colleges and universities, while the Ministry of Health, Labour, and Welfare's Division of Nursing regulates nursing diploma programs. The two Ministries jointly establish core curriculum, though individual schools may vary on additional requirements. The basic course study must include courses on: anatomy, adult health, basic nursing, children’s health, disease and recovery studies, gerontological nursing, health support and social systems, home care nursing theory, maternity, mental health, nursing integration, psychiatric nursing, scientific thinking and the understanding of humans, life and society. Both theoretical study and clinical practice are required.
